History
The Cultural Center "Tosho Arsov" - Vinica used to be the Workers University. In 1995 it was renamed as the House of Culture, and in 2004 the Municipality of Vinica and the Municipal Council took over the founding rights, renaming it to Municipal Institution - House of Culture "Tosho Arsov" - Vinica.
The Cultural Center successfully organizes and develops cultural life and creation, enables artistic and creative expression, encourages intercultural initiatives, works to affirm cultural diversity, takes care of cultural development and affirmation of creativity. In its work, the Primary School House of Culture "Tosho Arsov" - Vinica includes creators-artists who will be integrated as a creative force in the promotion of cultural events and will be a key element in the creation of cultural and artistic treasures and resources.

Ансамбл ,,Серенада"
Ансамблот ,,Серенада“ Виница почнува да функционира од 2008 година. -Виница има долга традиција на староградска песна. Почетоците се пред втората светска војна со градското пеење и со групите кои беа формирани. Имаше две – три групи кои ја негувале серенадната песна што поминале во староградски песни. Традицијата продолжува и после втората светска војна преку ансамблите за староградска песна „Распеани Виничани“ , женската пејачка група „Јана“ и со новоформираниот ансамбл за староградски песни „Серенада“ што работи во склоп на Дом на Култура „Тошо Арсов“Виница.
Ensemble „Серенада“ has numerous recognitions, awards, and guest appearances in many cities in Macedonia and abroad. Since its existence until today, it has performed in most of the cities in Macedonia, while outside of Macedonia it has performed at several festivals in Bulgaria, Turkey, Poland and Italy, holding all-night concerts.
The ensemble is made up of educated artists. The ensemble "Серенада" also has an audio recording, a promoted CD of ten old town songs from the Vinica region and all of Macedonia. Rehearsals are held continuously from March to December.
